A new workforce initiative is being introduced across the Central Valley with the goal of helping local employers address hiring challenges while creating long-term employment pathways for individuals facing barriers to work.
The SEEN Program (Social Enterprise Employment Network) is a collaboration between the Fresno County Economic Development Corporation (EDC) and Denham Resources, bringing together business, workforce development partners and community-based organizations to strengthen the regional talent pipeline.
The program will initially launch with a cohort of 10 participants and is expected to serve up to 90 individuals across Fresno, Kings, Madera and Tulare counties.
Through a coordinated approach, participants are first prepared through Employment Social Enterprise (ESE) partners, where they receive job readiness training, workplace experience and ongoing support. Candidates are then approved by the EDC and further screened, evaluated and matched with employers by Denham Resources.
Denham Resources, a long-standing Central Valley staffing and recruitment firm, was selected through a competitive process to lead employer placements. Known for its work in executive recruitment and professional staffing, Denham is applying the same standards of screening, assessment and client service to the program.
Participating employers will host candidates for up to 90 days, with wages funded through the program and administrative functions such as payroll, taxes and workers’ compensation managed through an employer-of-record provider. Employers provide supervision and training, with the objective of transitioning participants into long-term employment.
The program is designed to support individuals facing barriers to employment, including disconnected young adults, long-term unemployed individuals, justice-involved individuals, older workers, people with disabilities and veterans.
Employers must be approved to participate, and positions must meet program requirements. The program does not allow for reimbursement of existing employees.
The SEEN Program reflects a broader effort to align workforce development with employer needs, ensuring that businesses have access to prepared candidates while participants receive the support necessary to succeed in the workplace.
Denham’s involvement builds on a long history of connecting employers with talent in the region, including partnerships with organizations such as Hope Now for Youth. One example is Vanna In, now Executive Director of the nonprofit, who received his first job through Denham.
“That position was more than employment, it restored my dignity, gave me a sense of purpose, and allowed me to begin building a new life,” In said.
Initial placements are expected in industries such as professional and financial services, transportation and logistics, manufacturing and construction.
With a limited number of placements available, the program emphasizes quality matches and long-term outcomes for both employers and participants.
